My (very) simple suggestion: allow me to take a magic item to my wonderful blacksmith Haedrig Eamon and have him upgrade (craft) my magic item into a rare, gaining a number of random property mods but retaining the mods already on the item.
Today I found a wonderful magic amulet on my self-found hardcore wizard with 60 All Resist and 139 Vitality. Unfortunately, I can never make that item good enough to compete with any decent rare. What's the point of even looking at blue items? Even the best they can roll just can't be as good, and I have no way of improving them. I don't expect all magic items to be good, but if they roll a good set of stats you're looking for, then why should you not be able to invest resources into it?
Imagine, I craft my amulet with 60 All Resist and 139 Vitality into a rare, turning it into:
60 All Resist
7.5% Crit Chance
37 Cold Resist
I don't care much for the cold resist, so I enchant it at the mysic, and after two rolls I get 64% crit damage in its place. I now have found a very solid upgrade for my wizard! Keep in mind, most magic items will not roll with the stats you're looking for.. and maybe when I did make this item a rare, it gained multiple stats I don't want.
Also, I would impose a solid gold cost (similar to enchanting) for the same reason enchanting has it: to prevent over-use and turning every single magic item into a rare.

I would really REALLY love to hear this simple suggestion has been passed on, if a Blue finds it a worthy suggestion.
Sure why not? If I recall correctly, they are reducing the drop rates for rares in exchange for the improved rolled stats. I don't know if this only applies to rares and not blue items, but I wouldn't see why it couldn't be done if they reduce the drops on blue items as well.
I'm sure an additional goldsink would make Blizzard happy too, what with people out there with a billion gold etc.
