I don't go to external links, but my guess is that you are seeing a roll outside the typical range. There are three stats that can combine together and be hidden:
+min and +max damage
All of these count as average damage, and they will combine together. There are, in fact, a few 4 stat rares that look like they only have 2 stats: because 3 of the stats were all average damage stats!
this one rolled 107, there are a total of 2 that rolled 107, both are hellfire.
other that those there are a ton that rolled 104 rare / legend rings.

Ah, here's the answer. The 34-68 number is the ilvl 62 max roll, as shown on unity.
The ilvl 63 average damage rolls would be higher. I haven't a clue what the range is though.
EDIT: Because unity is a level 62 item, all of its rolls are at the level 62 range. But the free stat roll at ilvl 63. That's how your wailing host rolled higher: because it's not rolling in the level 62 range.
