It's not a bug, but the damage of thorns is calculated in a weird way. As a DH, I just need to time my smokescreens when I attack. The reflected damage does not harm me during smokescreen so the Crusader gets shot down pretty hard. The reflection damage is an issue for some other classes though.
I'm in the process of building my PVP gears as of the moment and i have experienced this kind of ridiculous amount reflect.
I shot a Spellsteal - Blackhole with 360% damage over 2 seconds and the result was abysmal on my part. I melted my character with a 125,000/1 toughness to dps ratio in barely 2 seconds. I'm not sure how thorns is calculated, but the crusader/s i've tested it with have no thorns on gear aside from their innate buffs.
I learned to work around this issue in the meantime though, but i believe that it is indeed a bug in the calculation that is affecting even the PVE scenario of the game. I think it is similar to how crusaders kill themselves with an odd combination of reflect/absorb buffs and the shield throw rune.
This was recently mentioned somewhere in the forums by a blue with regards to its PVE backlash. lol
EDIT: Oh, and i think Unstable Anomaly does not kick-in if you kill yourself from your own damage as well as from the reflect missile from the DH's chest piece. I'm not sure if this is intentional or a bug. I may be mistaken, but whatever. :)
