Are random stats pulled from a common pool?

When an item drops or is crafted it has random stats that are generated for it. My question is are each of these stats independently random or do they pull from a common stat pool? For example, take a look at this chest piece:

When this piece drops it will have the random stats of 38-53 armor and 20-24% magic find. If the stats are independently random I should be able to expect the possibility of this piece dropping with 53 armor and 24% MF. If on the other hand they are generated from a common pool these ideal numbers are not to be expected.

I'm not sure I understand what you mean.

But, for that particular item, yes, 53 armor and 24% magic find can be generated, as well as any combination of those variable modifiers.

Ex.
38 armor, 22 mf
47 armor, 21 mf
47 armor, 24 mf

and all other combinations, etc

Diablo II worked in a way that they were independently random. I doubt Diablo III is any different.
