In their current form are nothing but stat boosts (as charms were). People will see that in order to maximize the potential item drop rate sapphire (helms) and ruby (everywhere else) these together will produce more chances for items. You will kill faster and have a higher chance for better drops.
To make a complete level 14 gem it will take an astronomical amount of gems and luck to obtain the patterns for the top 4 cuts. It should be more rewarding than a minor increase X stat. The last 4 levels could be given random suffixes and or prefixes. Thus allowing greater customization
of everyone's play styles.
Presumably people wanting to get the highest level gems will do a lot of gem trading on the AH. It's hard to imagine anyone will get there on their own. Since the lower level gems are nearly as good as the higher level ones (most of the bonus comes in the first few levels of each gem), having top level gems will probably not be necessary and will be viewed more as a competition than as a practical necessity. I'd guess your average inferno player will never get gems more than a level or two above the max dropped level. Only a few players will have the dedication and patience to actually craft radiant star gems.
