Idea on party grouping and the fact that four people vs 8 in one game limits the odds of equal progression points among random game joining


What's going to keep games full and on same level of gameplay experience grind

When you queue for games, they are based on what quest you would like to do, and each quest will have a level requirement for queues.

For example in the beta right now, with a lvl 13 character, I can only queue for reign of the black king quest in normal because it has a level requirement of 4-13. I am unable to queue for prior quests.

Well, that's just for public queuing. You can still invite whom ever to your private game, and there's no restrictions there.
