Was the old UI simply intuitive because we all got used to it over the last year? Or is the new UI legitimately less intuitive?

the old ui displayed all skills at once while taking up much less space. you could quickly choose your skills and then easily rearrange them on the action bar (just as simple as wow or any other game that uses action bars).

with the new ui the skills a seperated into multiple pages. you have to scroll through these pages to find the skill you want. you need to scroll through the pages for EACH skill you wish to change. if you want to change a rune and have a skill assigned to the "wrong" spot (using elective mode), you need to once again scroll through the pages to find the skill. you need to go through frustrating loopholes just to swap skills. for example, if you wish to swap skills 1 and 2 you will have to assign skill 1 to a unused skill, wait 15 seconds, swap skill 2 to skill 1, wait 15 more seconds, and finally swap the original skill 1 back to skill 2.

it seriously took you months to learn the "ins and outs" of the old skills menu? there was nothing to learn. you "learned" everything about it the very second you looked at it.
