Seriously, why give the Radian Star Ruby gem 31% extra experience gained from monsters when you will already be max level by the time you obtain it?
I see alot of thought was put into this one..

Could use it on lower level characters? May do well in the Auction House for people making their 3rd character.

The xp bonus is for socketing the ruby in a helm. With the weapon bonus being +damage, I think they will be quite popular. Use them in socketed weapons when you have them, and when your next weapon upgrade has no sockets, hand the ruby over to a lower level character for a while for the xp bonus. |
In what way are you expecting them to "fix" it? Change the bonus to something completely different? A lot of people will like bonus xp, particularly when leveling up their third, fourth, or fifth characters. If you switch it to some other bonus at a higher gem tier, then which gem tier is the one where you can definitively say, "people using this tier and above will be using level 60 characters"? The ruby will be one of the most popular gems to put into weapons. Just let people use them in helms on low level characters, and in weapons on level 60 characters. I don't see any need to fix anything. |
This. It'll be some you'll see people buying for fresh characters. Actually, I think it could also help characters in the beginning when they do a HC run. You'll start out leveling everything in the beginning, possibly making the start a LITTLE easier... |

Athene was on record in a force gaming video, stating that to earn his world first level 60 he'll need a support network. Many other players farming +%xp items for him. Such as gems, but including many other things.

Most certainly the importance of +xp items in diablo 3 will be alot less important than in d2.
The way d3 is setup, there's really no point in restarting your character. If you character has a genuinely terrible build, you can respec your character whatever you like. The only difference you keep with you is your equipment, and restarting your character would be counter-productive in getting good gear. So at most, all you really need is 1 of each character, unless you want to start over again(which is understandable). I think the biggest use for these items would be hardcore, where it'll make it easier for you to grind to a level you're comfortable to taking on the next boss/area. Or those who want to buy themselves an xp boost. I'd much rather have a higher magic find, but I guess you get better gear as you level up.(compared if you were a level lower)

The game discretely encourages you to make at least one of each class.
My wife said she wasn't interested in playing a DH, then I caught her playing one shortly before beta closed and I asked her about it. She stated the only reason she was playing it was because she had a nice rare crossbow drop from another character. In other words, as you get drops your main character can't use, (besides selling them on the AH) they make you wonder what playing through the other classes will be like, thus making you roll one. Addicitve gaming psychology 101. Think about how many elements this game has in common with games to the likes of which facebook has, and you'll understand. That being said, see you all on the 15th, lol. |

Seriously, why give the Radian Star Ruby gem 31% extra experience gained from monsters when you will already be max level by the time you obtain it? well that this is true regarding your first character if you play from ground level(from nothing) ... but starting with your second character ... you can made him a sweet outfit with high +exp% to help you level him faster .... or for example ... if someone join the game a bit later .. after 1 year after the release ... he could use real cash to buy those gems from you to help him at leveling if that's what he wish ... |

One thing people seem to be missing is HC. You can use it to level to 60, then pass it off to a "safe" character in case your current one dies. Reuse the gem for leveling, rinse and repeat. Only real problem is dying with the gem equipped.

The damage factor of these items is what most will use them for, but for players that intend to level all 5 classes, the experience bonus is sure to save them some time.
