This is my cold wizard build that i created
I call it: Comet <3

Its all based around Cold damage, you have your aura from your sheild that chills everyone around you, and your passive doubles your time that you have your sheild up, plus the other passive that increases damage to chilled opponents, Spam your comet, if times get tough, Diamond skin, then spam your explosive blast to kill everything around you (:
When you are having arcane problems, use your signature spell, just spam it. Real easy and straight to the point build. I Fill like this build will succeed alot in D3.

Ah a frost wizard. A worthy ambition. Allow me to first say that Frost offers powerful tools both offensive and defensive, in both PvE and PvP alike. They are a force to be reckoned with. Though one thing troubles me is the lack of frost spells in your current build.

The reason being, the more frost spells you provide yourself with the more benefits you will see out of your Cold Blooded passive. Ray of Frost is a powerful choice to take. It offers significant Single target dps. Now that you have chilled covered with your mana shield. Blizzard will also make a strong choice. it's damage is strong. While unlike it's fire damage into ice counterpart it offers good damage with the chance of freezing. Which is always good.

I am surprised that you skipped Frost Nova as well. an almost inseparable concept from the idea Ice. I personally will take Bone Chill with Frost nova for the damage modifier. More damage modifiers are never bad haha.

I consider Frost Nova a must-have for every cold build. It's an excellent defensive spell and can be runed to allow for very nasty "shatter" combinations. Everything you freeze gets +20% damage taken from Cold Blooded and +15% damage taken from Bone Chill. For three full seconds.

Ray of Frost also seems like a solid choice, as it not only offers excellent single target damage, but the snare also means that any target you touch with it gets Cold Blooded. The usefulness depends a bit on your choice of AP spender, though. If you use Blizzard as your primary spender, it will provide its own chill effect to trigger Cold Blooded. If you use Comet as your primary spender, you'll want a way of chilling targets before you drop the first meteor.

It's pretty much self explanatory. The only thing I really had to really think about was the idea of making things like Blizzard and Ray of Frost more spamable! More casts while dealing with mass enemies and more uptime on ray of frost for bigger enemies. This might change depending on how often I might have to stay mobil. More mobility means that I can drop the low AP cost runes for more dmging/utility runes. Also note that Cold Blood does not reduce the AP cost of Ray of Frost to 0, but to 12. I was in the beta and that is what it was.

I really wanted to make a comet build but it's really dependent on the resource management. Like I said, if it's not an issue (or I will be moving so much that AP will regen) then I will be focusing on more dmg/utility.

This is what im currently running as I enter Hell on my Wiz. The goal is pretty much to slow enemies and make use of the Cold Blooded passive all while never running out of AP. Turned out to be pretty simple, at 135AP and only 12.5 regen I can cast RoF practically forever. I can throw about 5 meteors on full charge, or combo with a blizzard, some meteor and then just lay on RoF

I recently switched over from my witch doc (267 hrs) to a wizard, gotta say, the cold wizard build is very fun. Here's mine:

Granted she's only lvl 45, and I doubt that this will stand up in inferno, but none the less it is alot of fun running in, and freezing the mobs to a stand still.

Sergasa that is not an ice build, that is a utility build, with 1 ice Defensive Spell in it.

i dont count shields or a weak passive (yes though important to all ice builds, this passive isnt going to be used in an Offensive manor.)

simply because, a good player swaps some stuff out depending on the situation, and that usually entails changing how your defenses react. i dont kill people with my ice shiled or my absorb shield or my lightning shield... i pew pew them with my ... offensive spells.

you really need atleast 1 offensive (cast-at-will) ice spell. (waiting for some damned wow player to say its not an ice spell its a cold spell... just so i can tell him to go back to the basement. but thats another rant.... ;) )
