The battle.net authentication platform is shared amongst all blizzard games so any downtime involved with the auth servers involves downtime for all their services (including website and whatnot).
It's good imo. Give the nerds a chance to go out and touch a boob.
They are separate.
During WoW maintenance the servers are taken offline but the authentication servers remain online (unless they need maintenance too, which is rare).
Considering the nature of Diablo 3, I highly doubt you we will have a maintenance night, mainly because you do not need to pick a specific server in D3 like you do in WoW. In D3, the specific server hardware used when you create a game is likely chosen at the time you create the game (to ensure you get the lowest latency and least crowded server shard), so even if they pull a few servers offline for maintenance, other servers are there to pick up the slack. I imagine during the off-peak periods when they have a large excess in network capacity, they would do rolling maintenance, pulling a few off at a time, then a few more once those ones are back online.
WoW is set up totally different. You pick a particular realm and characters exist only on those realms so if the server goes down, you cannot play.
