Go into the settings in the downloader, and disable peer to peer connections. If it still does not work, you'll have to contact Blizzard.

I thought you could disable peer to peer at the top on the internet connections, I could be wrong but I'm pretty sure you can.

I dont think that has any relation to peer to peer.
I'd have to see a few logs though. Can you Zip and upload the following log folders (They do not contain any personal data) C:\ProgramData\Battle.net\Agent\Agent.954\LogsIf you're using Windows XP the path to the Battle.net folder would be the following. Alright. It looks like Agent.524 is not able to install D3.
So, "what the #%#% is going on?!", you ask. The agent needs to download a torrent file to update itself, and that is being blocked by your ISP. As result, the agent is stuck at version 524. A simple workaround would be to go to: http://patchup.info/d3/tools/Win/Download the Agent AND Blizzard Launcher Update, install it and start the Setup.Once the install finishes (you're not going to see any visible change on the launcher) you'll get the error "Failed to download a required file", when that happens, download the Diablo III.tfil from: http://patchup.info/d3/tfil/NA/Extract and drop the tfil in your Diablo III folder (alongside Diablo III.exe)Restart the launcher, download ~50MB and you're done.

Blizzard Launcher 1575, download it from the same page you downloaded the Agent 954
Web installer is the "Diablo-III-Setup-enUS.exe" but I saw that you only tried that one AFTER you got the first error. BTW, I just tested it again, you got that error because the Agent isn't accepting the values posted by the version 888 of the Launcher.
