A Question About Weapons/DPS

Since WD abilities go off of weapon damage %, should we equip the weapon that makes the damage stat highest? For me, it's generally some stupid two-handed axe with a lot of int on it. Doesn't seem to make sense to me, but is it basically higher damage stat>anything else?
