Guildoran,

I'm afraid it's just a very slow video card for gaming. There's nothing much you'll be able to do to increase the performance it gives you other than making sure no other applications are running in the background while playing. Manually specifying a HardwareClass in your D3Prefs.txt file of 1 can help in some situations, but still, performance will be poor.

Celes, as Omrakos stated, that video card is a castrated version of a pretty old card. Aside from upgrading to a newer card, there isn't much you're going to get out of the game. Have you tried turning all the in-game graphics settings to low/off, and checking the box that states "Low FX"? When I play D3 on my ultrabook w/ intel graphics, I have to turn it all to low/off and check the box. It helps out.
You might also make sure that you're using the latest video card drivers. On occasion there is a night and day difference. You can find these at: http://support.amd.com/en-us/download

Should you have the funds, http://www.newegg.com/Product/Product.aspx?Item=N82E16814202090 would be a huge upgrade for you, while keeping the budget low.
