LMB Secondary Skills = No Mana Cost!

When I assign a secondary skill (for example: Disintegrate) to the left mouse button, a majority of the time, I am able to use it constantly without it costing any Arcane Power.
However, there is a small chance (mostly in combat) that it will start to appropriately use the required Arcane Power. |
