From my understanding, when you use a skill it goes something like this (although someone please correct me if i'm wrong, it would help to have a solid understanding of it):
The skill does a set amount of dmg based off your weapon dmg, so higher weapon dmg = higher the skill's going to hit for
Then that skill dmg is amplified by your INT bonus, so high damage weapon + high INT = harder hitting spells.
At least that's what I gathered from reading other threads.
