when i was younger and played diablo 2.
i once thought of an enemy (im probably not the only one who thought of this:P)
this enemy was all act bosses of diablo 2 in one,
he looked like a big demon with the torso and head of Diablo, the legs of Baal, the back claws of Andariel, 4 arms, 2 of Duriel, below that 2 of Mephisto.
on his head, 2 extra horns like Mephisto, and tentacles at different places like Baal.
also the tail of Diablo.
i called him Andumephdiaba first lettters of the evil's names.
he had all abilities of the 5 evils, including the (un)holy freeze aura of Duriel and Baal's Vile Effigy.
he had the castspeed of Baal (1 attack each sec, and sometimes faster
i always thought it would make a powerfull and deadly act boss
having a boss cast Hoarfrost, blizzard, fire nova, red Lightning hose, Baal Inferno after eachother with 1 sec in between attacks.
then when i played diablo 3 and got to act 4, i was like, ohoh, all evil in one, will my "bossdream' come true, 'andumephdiaba' really in the game.
and then i got to Diablo, and he just acted more like he did in diablo 2, no powers of the other evils whatsoever.
made me a bit unhappy that they didnt give diablo more powers of the other evils.
You have to remember that this is Diablo reformed from a female host. Therefor, he appears with a similar look to the previous Diablo manifestations, but more slender and feminine. He retains his abilities because it is still just a manifestation of him. Not a manifestation of all the prime evils. Their consciousness is not present whatsoever. He's absorbed their power so that he could amplify his own abilities. It really would have been a bit much if he just started using abilities of any of the prime evils left and right. You can only put so much in a boss.
I could still see how putting abilities from each evil could have made it more interesting in some ways... still, having seven different moves that aren't uniquely his would have felt awkward. It wouldn't have made sense if he suddenly couldn't use moves he had in Diablo 2. It also wouldn't make sense if he could only use some moves of all of the other evils and not all of them. At least this way it's a bit more logical without giving him a ridiculous moveset.
While your idea is awesome to you, and fulfilling your younger imagination would surely have been exciting, there would be a lot of players complaining about how unoriginal the Diablo looked in your place. They would whine that it was a horrid cop out to just blend together all the bosses. I was pretty satisfied with the boss myself.
The interesting thing is that as Prime he did give a halfhearted attempt at showing the aspects of each Evil when you are on the approach. The illusionary shades you speak to of the friends that have fallen turn into the Aspects of each Evil, for example, Rumford turning into the the Aspect of Anguish, Andariel's office.
He also have access to other lieutenants, though we don't see them save Rakanoth (Andariel's minion).
Really, I'm okay with this fight being just another Diablo fight. Its an iconic fight for the series. Would it have been good to have other skills from other bosses? Yes. But consider the 'key' skills from every boss and reailze how darn hard he'd be.
Andariel's signature (and really only) skill is poison spray.
Duriel's signature (and only noteworthy skill) is his frost aura.
Mephisto lightning bolt and frost nova
Baal's festering appendages and mirror image
Azmodan's 'dark zones'
At some point I'm sure the Devs looked at that and realized nobody, in theory, would be able to content with all of those.
Wait, Rumford? Magdah is the one who turns into Andariel.
As far as why Diablo doesn't have a ton of spells (and why Bosses don't get a bunch of extra moves in higher difficulties), Blizzard has actually mentioned this. There are two options: Either bosses use their extra abilities well, and are impossible, or they don't, and become far too easy.
