I have read one of another remedy for the problem, the solution is:
Launch the game
Go to Options
Change the Language to Latin
Client will restart and will download the patch.
After downloading the patch, revert back your language to english.
Thank you so much OP, and the the people who came up with this solution. In Blizzard's defense, I think the main reason that they never gave us instructions on how to fix it is because it's rather.... technical, some of the non-techies may have trouble following the instructions, and Blizz doesn't want people accidentally screwing up their computers due to a misunderstanding.
You can change it back after the patch is done. I just changed and everything proceeded fine; i'm in game right now.
You might wanna double check everything, just to make sure you did not correct the wrong detail in the db file.

Ok tried option 1 and it worked for me.
The only problem is if I try to change the agent.db file back (or re-use the old one) I get an unexpected error when I try to launch the game.
Any tips on how to fix this? Should I even worry about it?
