I am using the scoundrel as a snarer.
The skills i have in his template is 1122.
I have him equipped with a hast crossbow that has 5.1 chance to freeze on hit.
But there is lots of modifiers like this:
Blind on hit
Stun on hit
Immobilize on hit
Fear on hit
Knockback on hit
Not sure if are all of them, but almost all of them.
Any1 here with more experience could share what is the best "chance on hit" to have in a weapon for the scoundrel?

The max % on a two handed weapon is 5.1%
(2.6% on one handed weapons).
Does anyone know if the Multishot skill of the Scoundrel has a intern modifier like the skills from our characters? (skills that hit multiple enemies or attack faster usually have a modifier reducing these effects so it doesn't become imbalanced).
Can't find anything on this question. Or could it really be just 100%?
I actually wanna try this:
5.1% blind/stun/freeze from the weapon.
5.1% blind from the amulett (+atk speed).
2x 2.5% fear from the legendary otherwise very lackluster rings broken promises.
~20% on 3 targets + snare from eventual cold dmg weapon. Sounds nice on paper :p
Buriza's a great choice as Sheldor mentions. Cold damage plus the pierce means he can snare more enemies.
I'm currently messing around with a Hellrack for mine, since the things are dirt cheap. It has a little less damage than his old cold damage bow (which is stored away in my stash), but the CC effect has a decent proc chance on his multishot and the bleed seems to pack a decent punch for him.
