Abilities of a demon hunter work incorrectly/

Good afternoon, in advance I apologize for my English.
Playing for Demon Hunter noticed an error of display of ability.
Boots from Natalia's set give 12% to speed of run. Passive ability "The hot pursuit" at a full stock of hatred gives another 15% to speed of run. 12%+15%=27%, and in characteristics of the character shows speed of run it is equal 25%. Where another 2% were gone?
And there is more to come.
When using ability "smoke screen" + passive ability "the tactical superiority" which gives 60% of speed of run for 2 seconds - speed of the character becomes equal 100%, and there should be 87% (12% + 15% + 60% = 87%)
I hope could describe a problem/mistake clearly. Thanks for attention.

25% is the run speed cap outside of talents that may boost it beyond that for a limited duration

It appears to me after testing it, I got the same values because it appears that Smokescreen gives you a natural 15% boost within the skill. The "Displacement" rune appears to merely improve that 15% boost up to 35%. Basically, the 25% cap for infinite duration movespeed contributes the same, making the total -

25% (boots / Hot Pursuit) + 15% (Smokescreen) + 60% (Tactical Advantage) = 100%

Yes, true. But Im using "SmokeScreen" with "Lingering Fog" rune.

"Lingering Fog", as well as the other runes beside "Displacement", all have 15% boosts to move speed within the skill. The "Displacement" rune improves that boost to 35%. So in your case, the 15% move speed increase is applicable.

Don't believe me? take off your boots, remove Tactical advantage, and also Hot Pursuit. You will find that regardless of removing all of these, if you cast "Lingering Fog", you will get a 15% boost regardless, and drop down to 0% after the skill wears off.
