You can quite easily parse a paragon level by adding up the vitality from all the equipped items and gems. Without testing the formula should be something close to:
expectedVitality = 9 + ((cLevel - 1) * 2) + totalVitFromItems
paragonLevel = (actualVitality - expectedVitality) / 2
actualVitality would be the value you get from the hero API call under stats->vitality. You start with 9 vitality at level 1 and you get 2 vitality for every level you earn up to 60. The API's vitality stat currently includes the vitality you are getting from the paragon levels so anything above the expected vitality is from paragon, so just divide by 2 and you have your level.
You can simplify the first formula by just having 127 + totalVitFromItems but my way accounts for any future changes they might make to the level cap.
