Stop nerfing every skill that can trigger procs decently. Instead, have the proc efficiency reduced as you increase MP.
Why is it a good thing?
a) Those who couldn't invest a lot in their character will still be able to play them without feeling the need of having to re-gear completely. Those who wants to feel powerful will still be able to roll through lower MP content.
b) It allows players to progressively re-gear themselves for higher monster power. No need to spend a fortune, just increase your stats slowly if you wish to attempt higher difficulty. That's progression...
c) With the reduced proc efficiency per MP, you don't need to increase every monster's power by a lot. Reduced proc efficiency combined with a slight damage boost (and hp) will provide the extra challenge. Less tanky characters won't get one shot all day long either.
