Blizzard do make an Authenticator App for Windows Phone and I currently use it on my Windows Phone 7 handset.
Microsoft has stated that most or all apps designed for Windows Phone 7 will "just work" on the new WIndows Phone 8 hansets. The only issue to look out for is that you must install the correct version for your locale so don't use the link from the battle.net account page but search the marketplace on your phone or computer with the correct country set.

If Windows 8 is as compatible with mobile devices as Microsoft says it is, then there is already a Windows 8 authenticator called Winauth.
The good thing is, you can run that one on your Windows computer, no need for a phone.
