ATT DSL Packet loss?

Having a heck of a time trying to play D3 these days. I've done local and nationwide speedtests, and I'm pulling the advertised 1.5mb-3.0mb/s speeds, but I'm getting 500-2000ms in games still. I used to have NO problem playing D3 a few months ago, but lately it's gotten to the point where I can barely play.

I read through the tech support articles on this, and saw the pathping suggestion, and it said to post it here, soooo:

As you can see, by hop #4, I'm at 100% packet loss, and it stays that way. I really can't explain what the heck is going on. I have only replaced one piece of internal equipment (video card, went from GTX480 to a 550ti). Used to average 50-250ms steady, with zero spikes. But now, I've NEVER seen my ping drop below 500, and it usually hovers around the 1500 mark. Gameplay is atrocious, and most of the time outright impossible.

I understand that hop #4 (12.81.48.48) is in fact an ATT service, but can blizzard do something about this?
