It appears that the Ray of Frost spell will not destroy barrels like other spells and ranged attacks do. The problem appears to be that the spell does not respect the barrel as a "valid target", and so shoots "through" the barrel, even hitting and damaging targets beyond it. However, if an interposing object - even something non-destructable, like a building - is directly behind the barrel, stopping the progress of the spell and creating a "damage point" at that spot, then the barrel is destroyed by splash damage. So it is not that Ray of Frost will not damage barrels,...it just won't target them if they are in its path.
I did not test this effect with other ray attacks like Disintegrate, or with other objects like wagons, coffins, etc. It is possible that additional combinations of spells and stationary scenery targets might suffer from this effect also. It is also possible that this is "working as intended," but I wanted to submit it just in case. Thanks!
