and according to it, im sitting at 49% ias (thats without any ias on both rings).

is there an ideal ias cap where i should start focusing on cd over ias? as you can guess, i cannot afford the well-rolled trifectas. any other gear advice would be appreciated, I've got about 100m im sitting on right now and im not sure if i should blow all of it on an ammy or something.

You need to pick a threshold (see this thread http://us.battle.net/d3/en/forum/topic/6037344497) and then once you're in that threshold you can focus on other important dps stats or maybe some VIT which you appear to need.

I think this is what he was trying to link. It lists the breakpoints for tornado ticks. If you are able to permawrath, then figure out your attack speed for each hand while wrathed and compare to the chart to figure out if you have enough IAS or too much. I'd say shoot for 26-30 ticks/sec

so I should hit 26-30 ticks/sec with wotb on assuming I can keep it up? I usually only have a 90%+ uptime when I do ubers or mp2-3+, can't keep it up on mp0-1 for alk runs.
