Steady aim I would switch out if I'm enjoying a fun strafe build (I have +7% crit with it so might as well use it lol).
Tactical advantage is also nice for speed farming on lower mp levels.

Take a "100k DPS" DH and compare them to a 100k DPS DH, and see who farms faster.
Disable that Sharpshooter passive to see that you really have about 35k DPS.

If dude didn't die, clean up using primary attack or vault away and refresh crit chance and hatred then re-engage.
Even if you had more than 30% crit, it would just mean you'll reach 100% crit faster.
Obviously, hard to do with Slow Time Wizzies (not sure if any other class has equivalent skills).

I walk around with 58% CC with my Barb, and yet there are occasions where I am hitting an enemy 4, 5, 6 times in a row before I finally crit.
You are forgetting that CC% bonus will never fall below 3%.

Don't listen to the "Wanna Be Pros" saying SS is a useless skill, they just want to feel self empowered because they don't use SS "like all the top Demon Hunters do", they've no idea what they're talking about.
Sharp Shooter is one of the best passives in game, 3%CC per second is hella powerful, I've 28.5%CC from Gear 10% from Archery(dual wielding) and additional 5% Natural CC giving me a total of 43.5% CC but I still don't crit that much, I use SS to boost my CC even more and it works pretty fine for me.
Look at some of the profiles of these people, who uses a Demon Hunter that say SS is useless, they stack CC% on gear but have no natural high damage or high Critical Hit Damage, ROFL! They've no idea how to properly balance their characters, it doesn't matter if they've got high CC% if they've got squat Damage or Critical Hit Damage, they're still doing less damage than someone with lower CC% that uses SS but has balanced Critical Hit Damage.
So to answer OP's question, yes Sharp Shooter is worth using even with 40% CC it can still boost your Chance to Crit significantly, it's all about balancing your character, just remember that it doesn't matter if you've got very high CC% but have low Critical Hit Damage or Base Damage(Through Weapons/Dex/AvgDamage Jewelries) you're going to do low damage.

It could be quite useful if you have high attack seed say, 2.0 asp, you can fire off 3 crit shots(or it can be more depend on how far away your enemy is) before SS reset. It really depends on your play style.
It could be useful for PVP too I would say.
Sharp Shooter was very useful to me during the content clearing days without todays abundance of gear.
See a very nasty pack of elites that will melt your face if you fight them? Just wait a bit for crit to max, drop all your spike traps, lure and boom, your problem goes away and you continue on questing. It was worth using.
Now that I have a pretty balanced DH, it's more efficient to have another passive.
mp0 and mp1 farming, I can't make use of the build up because I'm constantly moving and attacking.
mp5+ key/organ farming, the burst won't matter because it won't be enough to kill, so sustained damage is more important.
Sharpshooter is good and still has its uses, although it could be better.
The big issue is that it isn't beneficial to players that spec fully into crit and crit damage, over their natural damage. So, the moment sharpshooter resets it drops their damage output significantly. It also has limited uses for players that have their damage coming from one source at any given time, and constantly resetting it.
It used to be even better when things like the turret would crit unlimited and not reset it.
actually the only thing wrong really with Sharpshooter is that it fools you about your damage becouse it keep increasing intul it reach the 100% chance to get reset again after you hit your first crit again.
and i mean 3% after each second, man DH normally spam the shots so you get crits more often.
lets just say you shouldn't think of sharpshooter as your secret weapon or ultimate avantage.
SS isn't the worst passive, but it's far from the best. For DHs with lower end gear, it serves a purpose to help their CC, but I generally say that by 30-35% it becomes a wasted passive. While it does offer you 3% extra CC when you have high CC, that doesn't really equate to much (especially when you consider the passive you aren't using because of it).
For those saying that you can let it build up and then "1 shot a group of elites", that's not how it works. The DPS displayed after it charges up isn't actually the damage one shot will do for you. It's the damage you would do per second if you sustained 100% CC. Since your attack speed is over 1 per second, that number will be much less. Point being, it only guarantees a critical hit on your first shot, so that nuking concept isn't really true. For low MP, the best passives are generally archery, steady aim and night stalker. For high MP, steady aim is useless and should probably replaced with perfectionist.
I don't get it when you guys are saying that anything above 30% cc, you don't need the sharpy, it was very useful to me that the time when my CC was only 35%. I use evasive tactics at that time and kite a lot. 5 - 10 sec was crucial.
Now that I have 63% cc, it only gives me 40K DPS more when at 100%.
I say sharpy is useless when your CC is >50%, but not from 30%.
