Since 1.0.5. was released I have been having this very annoying graphics issue with Diablo 3. With Vsync enabled, my fps would be capped at 30, without it 47, when I move my cursor over an object, item or npc. A layer of shadows is removed from the edges of the screen as well. I have provided screenshots to show this:

Your fps description is one of the hardware you having not being able to maintain a stable 60 fps rate which vsync is trying to do. It goes down to cap it at 30 fps when that's the case.
Your other issue is usually caused by having anti aliasing enabled both in the game and in your video card's configuration utility. Disabling it in either ought to resolve that for you.
