Account locked - No secret question

My friends account was locked out for no reason, he had made the account a couple days ago and just purchased/install Diablo 3 last night, when it was finished he tried to login so he could play but it said his account was locked, he has tried to get it back by changing his password but it asked him a secret question he never even put down, he also told me he has tried calling Blizzards support line multiple times but no matter what time their lines are always full... I can provide his email if you want to get into contact with him, he asked me to post this because he can't due to his account being locked

There's really nothing we can do for him in any of our forums, he has to contact our Billing people for assistance.
