when i play diablo how do i stop the flashing when highlighting an item an enemy or a waypoint anything with a tooltip basically.

If you have anti-aliasing enabled in the game and also in your video card's configuration utility (Nvidia Control Panel or Catalyst Control Center), it can cause this. Disable it one of them. The game's probably the easiest place to do that.
