Latency / Rubberbanding

I found some older articles on this but no real responses. I took a break from Diablo 3 when Pandaria launched and now that I am back playing D3 a bit more I have noticed a HUGE increase in my games rubberbanding effect. It's actually worse than during the release of D3. Has Blizzard made any acknowledgement or plans to help? I'm in process of checking with my ISP but others I have spoken with have vented similar complaints to mine.

I had rubber issues one time, fixed it by installing some driver for my network card. That's what did the job for me.

It's gotten worse over the past couple of days. They were doing some work on the servers over the past week but couldn't find anything about what they did. Maybe it has to do with PvP tests.
