I have the same problem. The email system provided just loops and is based on being able to log in to the account and then being able to send an email. So basically currently there is no way to unlock your account with the email support. :(

I fixed the problem by using the solution in this post. Maybe it works for you.
There is no 'email' address to contact blizzard, only the ticket system via the website or support number to call.
Are you using the locked out of your account section on the support site? If it's looping do post which questions you are doing and I can report anything that's 'broken' to blizzard.
