I'm not seeing any problems with the accounts that would explain you not being able to see the PTR client for download.
I'm afraid you'll need to submit a support ticket and see if the Billing Reps can help with this.

Hey guys, I got it fixed on my account. You need to accept the PTR option at this url (https://us.battle.net/account/management/d3/dashboard.html) and then go into the download section (https://us.battle.net/account/download/?show=d3). Both options should be there now.
