DOT skills ignore Dodge?

And the skill “hex” can control sb all the time. Even the players has Reduces duration of control impairing effects. |

Not a bug. Not a great choice necessarily, but not a bug.

DOT is a counter to dodge. I believe it was designed specifically for this.
CC duration needs to work better tho. It would be quite unfair and boring to get perm-stun/hex/frozen even if someone spent the time to get CC reduction items. |
