Decription of problem -
Any skill that produces a buff icon will flash that icon with its corresponding tooltip in a 100ms-200ms timeslice in the upper left corner of screen while in either fullscreen mode.
Additional information on issue-
Having played two characters on two completely different systems, the issue manifests itself after extended play (on both characters, I had reached inferno difficulty with 50+ hours of playtime before experiencing this issue).
The buff icons will not always flash upon skill use, but the tooltips will always flash and be visible when the cursor is over the area where the icon would have flashed.
Having both vertical sync and frame limiting off, the icons will flash much more regularly.
While using vertical sync, the icons will flash much less, but the tooltips will remain and be visible when the cursor is over the area where the icon would have flashed.
While in windowed mode or either fullscreen modes with the letterbox option selected this issue is remedied completely.

My gpu is an Asus GTX570 and is less than 2 months old. It idles at 30C and rarely breaks 50C. I have never overclocked or changed voltage on my gpu.
I have spent many hours troubleshooting this problem, here is list of some of the steps I have taken.
set nvidia 3d settings to default
try monitor refresh set at 59 and 60
repair diablo 3 files with launcher repair tool
reinstall diablo 3
full drive reformat
update all drivers
run memtest with 0 errors found
run 2 different gpu memory check tools, each reporting 0 errors
run several other games and experienced no artifacting / graphical corruption
In-game options -
try every combination of video settings
try every combination of sound settings
My personal opinions and thoughts -
As I did not have this issue until after 50+ hours played with both systems, I am led to believe this is a graphical overlay type of corruption due to damaged hardware that is isolated to diablo 3. Buying a new video card would resolve this issue for a month, until this type of corruption manifests again. However, I also believe this damage to my hardware was simply caused by daily use and the extent of the damage is so insignificant that it is not outside the realm of driver or patch fix. Any help troubleshooting or constructive feedback would be appreciated.
