It's pretty clear if you actually READ the official answer to this problem, you'll realize the only problem here is people who CAN'T READ.

You can only copy characters over to your PTR account once every 72 hours per week. Not sooner than 72 hours per week.

Monkey it says it results in error 395000 not 395015. If people cant read words you cant read numbers.
Were not getting error 395000, were getting 395015.... very different.
