I've been searching for quite a while for Movement speed boots for my WD that I could afford, and finally got some yesterday... only 10pct movement, but only cost me 175,000 gold...
I'm searching for 100 Int, 100 Vit, and any movement speed.. just searched again today, and got ONLY 4 results... lowest price is 10 million gold!
SO out of curiosity, I changed the Int to dex... 100 dex, 100 vit, and any movement speed..
got 21 results, with cheapest being 100,000 gold.!
So it seems WD, and Wizard are on the short end of decent boots!, while Monk, and DH are OK.
I didn't check the results for Barbs.. (100 str, 100 vit, and any movement speed)
So is there a disproportionate amount of movement speed boots dropping for DH, Monks and Barbs? Or simply a lack of good boots dropping for WD and Wizard??

Maybe try lowering the stat values to see if there is gear that has other mods that make up for the lower main stats. I got my boots for under 300k, they have lower int and vit than you are searching for but have all resist and life regen which kinda makes up for those losses.

90 int, 90 vit any movement, = 9 results, cheapest is 3 million
80 int, 80 vit, any movement = 22 results, cheapest = 333,000
70 int, 70 vit, any movement = about 70 results, cheapest = 95,000..
That's a big drop in main stats to get some movement speed boots, when other classes do not have to take that hit on main stats!!
The one's on my Monk cost 15M because I grew impatient and was tired of constantly looking for cheap upgrades for a week.
I wouldn't take boots for a Monk without Dex, Vit and resists and/or armor. Merely having Dex/Vit isn't really any good for a Monk who needs much more EHP than Witch Doctors. Tacking on MS really ramps up the cost.
Also, Boots and Gloves roll up to 200 Dex with one affix slot. Of course 100 Dex isn't going to cost as much there. I'm guessing Str would be slightly more in line with Int, but I haven't played any barbs yet so I've never shopped for any.
EDIT: Also, remember that you really care about total (Int + Vit) and can afford to lower your Vit requirements if you get more Int. This should be true because you are using all yellow gems and can always swap some for purple if you don't get enough Vit.
You can also afford to lower your Vit requirements if you get more armor and AR on the boots. Don't pigeonhole your shopping into certain exact parameters.

I completely lucked out and found the boots my main Barb is wearing. Until then, I was resigned to just walk very slowly. The pickup radius and magic find were bonus, too.
I imagine I could these boots for a pretty penny, but sometimes you gotta wear the goods.
I've found doing searches for like stats is hugely misleading. Sometimes you run into what look like fairly common affixes that you see only one item for MILLLIONS listed, so you think yeah lets list this one just below it... never sells.
Supply still needs demand.
As much as I grumble about not getting a "GG" drop in this game - I really shouldn't complain. I'm wearing 4 self-found items: boots, ammy, shoulders, and stormshield.
I'm levelling a wiz right now - I have to say, move speed is on like every pair of boots (it seems). I've been whizzing around for some time trying to ignore the reality of gold, rng, and being level 60 :(

Dex/str boots are more common on the AH, because running fast is not a priority for barbs and monks, who favor tanky stats, dual resists, etc.
Demon hunters have vault, tactical advantage, etc... so also don't need.
Wizards and Witch Doctors (mostly wizard) need faster run speed more than the other classes, hence less Int / movespeed boots.
Dex is low on Shoulders.
Strength is low on gloves.
Int is low on boots.
If you do a search for 75 Int, 100 Vita you will have much better results. Also, try lowering the MS to 8% instead of 10%. The 2% MS doesn't matter that much when you're using lacunis.
