How's the new Blizzard?

I tried replacing explosion-chain reaction with Blizzard (various runes) and it seems blizzard does tons more damage, even without stacking.

well, I can frag myself on RD now, so yes it's much improved...

I'm not sure if its new or not but if you read the Blizzard tooltip in doesn't look like it can stack. Never used it much bad in old inferno days I was an illusionist so I don't know. |

They mentioned something about it being fixed to proc on crit properly....so can u feel any difference?
