A simple solution to PvP in D3 is simply to rune every skill with a "PVP Rune." The game is designed for PvE (as it should be) which leads to impossible balancing issues for dueling. If each skill was reworked with a rune that could only be applied upon entering PvP arenas, along with the other runes being unaccessible, you could ensure that skills like Haunt, Rend, etc, could be balanced against a player, but still useful when playing PvE. Keep it simple. One or two "dueling" variations of a skill.
The point of the rune system was to customize against the huge variety of monsters in D3. Couple that with the ridiculous item increase they have added and PvP will never exist in a formal setting. If they want balanced PvP, they essentially have to take the game they have, and rebuild it in a strict PvP style. So if you want a million different variations of a skill, thats fine, but brawling will be as good as it gets.
