ERROR 14009 when logging in

I have reinstalled the game, tried fixes people have recommended and still nothing. Only reason I think this could be happening is maybe something weird happened when I tried to login to diablo3.exe after i downloaded the diablo 3 test version and copied characters to it from my diablo3 account after at-least a month of not playing. How do I fix this and get my account fixed?!?!?!?

Had to delete folders mentioned in the above links and then create new windows user(not guest account) and then I was able to log in under the new windows user profile. Also went back to my original windows user(administrator) and the game worked also. So next step I'm going to see if I can delete the new user account I made and always log into bnet with the original windows administrator user account profile. Any of that make sense? lol This work around is dumb and there should be a fix!
