They don't rollback hardcore characters. Most hardcore deaths are to lag/DC/crash.

Мивандеир already covered this, but this is what he said.

With the release of patch 1.0.7, we will no longer be reviving or undeleting Hardcore characters as part of an account rollback. This adjustment to our rollback service is being done for two reasons:

1) Hardcore characters were never intended to be revived or undeleted by an account rollback. Bringing Hardcore characters back to life via rollback really isn’t in the spirit of Hardcore (where death is permanent, no matter the circumstances); however, when we originally adapted our rollback services for Diablo III, we didn’t have the technology to make Hardcore characters exempt. We’ve wanted to bring our rollback policies regarding Hardcore characters in line with the game for a while, and as of patch 1.0.7 we will have the tools to do so.

2) In recent months, we’ve discovered that some players who’ve lost Hardcore characters through normal gameplay will fake an account compromise and request a rollback through Customer Support in order to get their characters revived. Not only is this an abuse of the services we provide to the community, but it also impacts other players who have submitted legitimate inquiries by increasing wait times across the board.

Patch 1.0.7 is currently scheduled to release on Wednesday in all regions. For more information about our restoration and rollback policies for Diablo III, please view the following Support articles:

My previous HC barb died to server's unstable lag too. Blizzard cant do anything about it either. This one dies, it's time for me to quit since I already have got all my ahcievements all done.

Even D2 servers were much more stable. Oh those glory days. Never once did I encounter such things like now.

While I think everyone sympathizes with your loss, they warn you when you make the character that it will not be restored for ANY reason. They have stuck to that promise which led to some people faking account compromises to get a rollback. That loophole has also been removed.

Also, I played D2 for years and it was not more stable, nor were the internet and personal PCs less prone to hiccups, graphics issues, lag, glitches. Heck, we played on dial up back then! I never ever made a HC toon and learned to live with the fact that random DCs often meant softcore data was not even saved. I suspect that things in D2 were easier for you maybe because the graphics were simple and your PC handled them better. I could be wrong, but I can promise that I had TONS of D2 lag :/ (US East from the East coast)
