Clamp damage values better?

I know we're doing the itemization update next, and one thing that offends me possibly more than any other itemization issue right now is that you can be in Inferno difficulty, identify a rare weapon, and then stare in horror as you see:

150 DPS

Damage can roll so incredibly low on Inferno-found items that it's almost astonishing every single time. 150 DPS is useless even in the entirety of Hell difficulty. Maybe all of Nightmare difficulty.

Honestly, I think anything below 500 DPS shouldn't be allowed to even make an appearance in Inferno difficulty, not even if it drops off the first zombie you kill in Act 1 and is blue.

So, I'm curious if this is part of the current plans for overhauling how items roll.
