You are connecting to battle.net on the 12th hop.
Hop 7-8 is Chicago to Denver
Hop 8-9 is Denver to Salt Lake City
Hop 9-10 is Salt Lake City to Los Angeles
Hop 10-11 is Los Angeles to Los Angeles
Hop 11-12 is Los Angeles to Battle.net
Hop 12-13 is Battle.net to Diablo 3 server

Your ping is pretty solid across the board. Mine is 39-40ms to Battle.net, but I also live in Salt Lake city, which places me 2-3 hops closer than you.

I certainly wouldn't change what you have going on if it's working for you, although I honestly think you're over paying for your service.

att.net?

I currently have the best option I have available to me in terms of home internet and I use a direct LAN connection to my pc.

I even explicitly required the ISP to wire a new cable line from the street to my modem (which I paid for and oversaw the whole process being done), which is placed right at my pc side, which connects with a single direct cable.

I'm the only user for this line and only gave my computer connected to it, with a single direct cable. I have another line in my place to be used with the wireless router to everyone that only wants to surf the web and whatnot and also have yet another link to be used by my sister.

Up to now, I had 2 deaths in HC and both were due to extreme lag where the game simply froze and stop responding for like 40-60sec.

Sincerely, a lag-protection system would've prevented both of my deaths, be it either my side or not the guilty one for this.

Funny fact though, quite consistently I log into HC char and into game and for hours I have red ping over 800-900ms and I switch to SC char and have nice green ping around 170-190ms (which very good ms for me).

Tried this many times, in different days and many times it happens the same. It seems to me, since HC is such a very small % of players in D3 that we get the worst servers out there.

Battle.net uses AT&T lines to connect to their local AT&T backbone. So, as a result they're getting the best connection you can in the world, because they're literally running a direct line to a mega hop node.

This however does not mean EVERY AT&T node is a connection to Battle.net. I'll show you directly from your tracert results:

7 68 ms 63 ms 63 ms cr1.cgcil.ip.att.net [12.122.133.34]
8 63 ms 63 ms 66 ms cr2.dvmco.ip.att.net [12.122.31.85]
9 67 ms 67 ms 63 ms cr1.slkut.ip.att.net [12.122.30.25]
10 71 ms 66 ms 63 ms cr2.la2ca.ip.att.net [12.122.30.30]
11 65 ms 64 ms 63 ms gar29.la2ca.ip.att.net [12.122.129.241]
12 65 ms 64 ms 64 ms 12-122-254-234.attens.net [12.122.254.234]
13 63 ms 63 ms 63 ms 12.129.193.254

The bold is where you can determine what city and state the mega hop is in. It's by looking at the next mega hop that you can see how it is routed. As such, these are the locations of your hops:
7 CG (Chicago) C (Node C) IL (Illinois)
8 DV (Denver) M (Node M) CO (Colorado)
9 SL (Salt Lake) K (Node K) UT (Utah)
10 LA (Los Angeles) 2 (Node 2) CA (California)

So, as you can see, these represent mega hops and not a connection to Battle.net directly. If you were using AT&T aDSL, you would see nothing but AT&T nodes and routes. That however wouldn't mean you were connection to Battle.net on your very first route hop.

I hope this made sense.

Oh, as a side note. If you were to have AT&T aDSL, you would literally be using one company to connect all the way to Battle.net servers. As a result, they would have to take 100% of the blame for any connection issues you may have, beyond your modem.

Dedicated internet may help on your ISP side but once your packets travel elsewhere it is again a crap shoot. You are at the mercy of a laundry list of hardware that your ISP does not own.

I myself have used my phone tether to play d3 quite extensively, namely at work on my lunch hour. Never had a DC yet and the data usage is not bad.
