Cull The Weak Mechanics

I have a question on the mechanics of Cull the Weak. Does the first shot, i.e. the shot that initiates slow, benefit from the bonus?

For example, say you shoot Hungering Arrow (runeless) with a cold SoJ, and it pierces the target and hits a second time. First you have the initial hit, which snares the target and deals damage, then a second hit which obviously deals damage and benefits from CtW. My question is, does that first hit also benefit from CtW? The target technically may not have been snared at the instant damage was applied.

I run Shock Collar a lot, and I'm wondering if all of my shots benefit from CtW, or just shots on enemies that have already been slowed from a previous hit.
