REST & If-Modified-Since Header

It seems to me like Profile & Hero API calls to NOT honor the 'If-Modified-Since' header. Item data return a 'Last-Modified' time in the headers whereas Profile & Hero (so far) do not.

Am I correct?
Is this intended to be this way?

Diablo 3 API Documentation do not mention anything about REST, If-Modified-Since or caching in general.

I got this from WOW API Documentation:
The API is mostly RESTful. Data is exposed in the form of URIs that represent resources and can be fetched with HTTP clients (like web browsers). At this time, the API is limited to read-only operations.

The character and guild API resources do honor HTTP requests that contain the "If-Modified-Since" header.
