For that budget I would go skorn route and use this guide by Jumbasa http://us.battle.net/d3/en/forum/topic/8891939979. I dont agree with all his gearing methodologies but most of it is sound advice when on a budget. He recommends a SoJ gearing route which I would not recommend on your budget. You will struggle to get enough mit and ehp with 100m and using a SoJ will make it worse as you give up all defensive stats on that ring in lieu of DPS. I'd recommend using a cheap CHD (30 ish) litany in it's place.
PaulNg has tested that basically all Skorns with a decent amount of LS and Int (regardless of DPS) is mp10 capable so you dont have to splurge on your weapon.

There are also other conditions, like eHP/mitigation to survive MP10, and high CHC to bring out the full potential of the Skorn. What you lack in gear due to budget, you can include Horrify:FA and JF passive into your build to maintain the balance.
The weakest Skorn 1074 DPS on the AH is good enough to clear MP10:

There isn't any rush to have a certain DPS level in order to play this game.
The MP level system is designed to allow a character to gradually get better.
Spend your time trying different builds, learning how to trade, and learning what gear items you should spend your gold on.
Most of these MP10 builds for low amounts of gold are trash builds that can't survive MP7.
