Off-hand and Jewelry Gem IDEA

1 slot Helm adds something special
1 slot Weapon adds something special
all the other item gets the boring attribute stat.

1 slot Ring and Amulet are considered as Armor (as that is what the AH is telling me), but off-hand gears (shield, quiver, mojo, orbs) are not Armor, they do something special. So why do they not get something special when you add a gem to it.

My suggestion
instead of adding +46 on color star onto an off-hand you get.
Amethyst +15% Life Regeneration
Emerald +25% Resource Regeneration
Ruby +25% Armor
Topaz +25% Resistance to All Elements
or
Amethyst +15% Crowd Control Reduction
Emerald +25% Dodge/Block Chance
Ruby +25% Melee Reduction
Topaz +25% Missile Reduction

Radiant Star will give +18/+31/+31/+31 just like the current ratio on the Helm

I personally don't think +15% Life Regen is too high, as it give players playing Demon Hunter, Wizard, and Witch Doctor something different to restore life without using Shadow Power, or 2hand weapon with 5-6% Life Steal.

For the Jewelry, since they are high-end magic item each gem should add a different magic effect.

My suggestion
instead of adding +46 on color star onto a shield you get.
Amethyst +3% Life Steal
Emerald +3% Critical Hit Chance
Ruby +3% Physical Damage
Topaz +3% Attack Speed
Each Star Gem level will increase the output by 1%
Star +3/ Flawless +4/ Perfect +5/ Radiant +6/ Marquise +7
