error 14009

wont let me sign on keeps telling me there's a error downloading agreement
still getting the same error how do I fix this

I have this same issue as well after just installing it on my new computer
Why is blizzard displaying total apathy about this error? I have gone back to other post concerning error 14009 and they just do not seem to respond.
