Error 12 (NOT wrong region)

I have an email in my inbox that says:

Hello ____,
Thank you for making a purchase from Blizzard Entertainment.

Diablo III: Digital Version (Pre-Purchase)

The digital game(s) you purchased are now attached to your account. Pre-download information can be found on your Diablo III Dashboard.

Unfortunately, Diablo III was never attached to my account. On, I still have the option to purchase Diablo III, and when I log into the game, I get the message "The account does not have a Diablo III license attached to it. (Error 12)"

I purchased the game on April 26. The email inbox I'm checking is the same email I use to log into

As per this thread:

...I've made sure that I'm logging to the correct region, and the problem persists.
Updated title; it's not the "wrong region" problem that was addressed in a different thread.
