Elemental damage on weapons?

Is there anything in particular that these elemental damage modifiers do? Does cold damage freeze enemies? Does fire fire damage "burn" enemies?

On a side note, does "adds % to elemental damage" on armor do the same thing? Thanks
The only element that does anything is Cold damage: It freezes/slows enemies. With the right weapon and right affixes, it can be a very powerful and valuable affix. The same thing goes with "adds % COLD damage".

The "adds % to elemental damage" adds more damage to your attacks based on that percentage. Apparently it's better to have a "Black" weapon (i.e. a weapon that has +min/+max damage on it rather than any elemental damage), as the %elemental scales better off that Black weapon damage.

Cold damage is the only damage type with an actual modifier. It makes enemies move (i think) 30% slower.

The rest are all just graphical differences that do not affect gameplay.

for example, enemies killed with fire might burn up in flames while those killed with poison might melt.

As for +% damage as elemental it does that percentage of damage as whatever element.

For example, if you do 1000 damage and have a 3% extra fire damage modifier you do 1000 of your normal weapon's damage + 30 fire damage. 1030 damage total but it is split between the two modifiers.
