Disappointed in Legendary Staff

Dear Blizzard,

I have been playing WoW for 6 years, and I have never been more disappointed about anything in WoW than I am now in Dragonwrath.
As a mage that has raided competively since Zul'Gurub came out in vanilla, and raided Naxx40 in a guild with 8 mages, 3 warlocks, 4 druids, and 3 priests so I never got an Atiesh (much like 99.99%+ of WoW), I expected more from the caster legendary this time around.

I am very disappointed in the stats of the legendary staff, Dragonwrath.
I excepted more than just a stat-stick with higher a iLvl than other caster weapons. I expected what all other legendaries before it had...something unique. Either a proc, on Use, or unique chance on hit/cast effect.
Don't get me wrong, I have confidence that the storyline, the quests, the lore, and the experience the individual and the guild go through to get it will still be unique and exciting, but I expected more from the item itself.

They ALL have something unique to them when they came out, especially the last two, Shadowmourne and Val'anyr. Back in Ulduar, when a guild got their first healer a Val'anyr, it was pretty damn noticeable in the raid, and I'm not talking just graphically noticeable. The unique ability Val'anyr provided was very, very apparent in the amount of damage reduction it was providing the raid, and helped a lot in both the current tier and next tier of progression.
Shadowmourne had a unique Soul Fragment stacking ability, which also provided a very awesome graphic.
Thunderfury provided a very unique, helpful, and crucial tanking debuff that helped the wielder stay alive longer.
Atiesh, despite the fact not many people obtained it, provided a unique ability for each caster (depending on the class) that benefited the raid greatly. And also had a unique and fun onUse ability.
One can argue that Sulfuras and Thori'dal weren't that special for legendaries. However, although Thori'dal's magic arrows don't matter anymore, it was unique and very convenient at the time it was created and obtained. And Sulfuras' chance on hit and equip abilities, although not as cool as other effects, were still pretty unique for it's time, back in vanilla.

Now taking a look back at Dragonwrath, it's unarguable that Dragonwrath is the least legendary out of all the legendaries items in WoW. No OnUse, no proc, no chance on hit/cast, and has no benefit to anyone else in the raid.
Overlooking the process it takes to obtain, if you gave the item a less "legendary" name and made it drop off, say heroic Ragnaros, it really would just be another item, especially for people who aren't as interested in the lore of the game or how to obtain it.

Dragonwrath really is just a higher iLvl stat-stick, which is very disappointing considering how much hype there was building up to it.
Who knows how many years until there's another legendary for casters.
Please change Dragonwrath to be the legendary item people expect out of legendaries in WoW.

They faked the weapon model up until a week ago, what the hell makes you think they're going to release the proc this early?
So..... where exactly did you find the stats?
Blizzard's offical preview said it would have a proc, there is no proc on the datamined PTR version, ergo the datamined PTR version is not complete.

You are an idiot. The stats are most likely placeholder, and it clearly isn't finished because the proc isn't there.

I am going to book mark this thread and bump it once they release the proc and use effect so I can make fun of the OP for making rash judgments.
This is probably a silly question, and I think I know the answer so don't get to mad at me for not being up to date on legendaries.

But I was wondering...do these things scale with your level. I'd assume no, and my next question would be why not? I know they are overpowered but at the same time they are pretty rare so wouldn't that say balance things out.
I thought I read somewhere the prot was to turn into a blue dragon? Now I am confused.
I'm really not understanding how it's possible people think what has been datamined in it's early stages is the final product.
